Add support for displaying short documentation for function groups

* doc/lispref/help.texi (Documentation Groups): Document it.

* lisp/help-fns.el (help-fns--mention-shortdoc-groups): Output
references to the shortdocs.

* lisp/emacs-lisp/shortdoc.el: New file.
